    A CARGO vessel with 18 officers and crew members on board suffered an engine trouble while navigating off Northern Samar, the Philippine Coast Guard said on Wednesday. MV Voyaguer, a steel hulled cargo vessel of 249.71 gross tonnages, was sailing at three nautical miles off Barangay Cabacungan, Allen, Northern Samar, when it encountered engine trouble.     Honda Cars Philippines Inc. (HCPI) has announced that it is voluntarily recalling thousands of CR-V units to replace the wiring to the headlight switch that could heat up because it is too short. A total of 20,587 units of Honda CR-V covering the model years from 2002 to 2004, all assembled and sold in the Philippines, are affected.
